Site development with consideration for the placement  of an office building of the Ministry of Agriculture and foodstuffs of the Republic of Tatarstan is developed on the basis of the Order of the Head of Executive committee of Kazan, of the programme  and conditions of the closed competition in the best site development with consideration for the placement  of an office building of the Ministry of Agriculture and foodstuffs of the Republic of Tatarstan.
The Space-planning idea of building of the Ministry consists in its harmonious coordination with a  complex of the Kazan Kremlin and the neighbouring buildings. The Kazan Kremlin  is a historical pearl of Kazan. The architecture in style of the past epoch is better combined with it. Therefore it was decided to project a building in style of classicism, in the spirit of Belle Epoch prevailing in the second half of XIX-th century – the Golden Age of  architecture.
So that the building did not compete with the Kazan Kremlin in a city panorama, it was necessary to limit the number of storeys in four levels and arrange it at length. The building is integrated into a slope of fifteen meter hill and exceeds its height only on one floor. It has provided the maximum understating of a building relative to the Kremlin hill.

The idea of the building itself was in the exceptionally monumental look of the Ministry building. For this purpose original architectural warrants (Corinthian, Lonic, Dorian) have been chosen in treatment of facades strictly following the  treatise of Viniola about five warrants in architecture.
The centre of a composition of a building of the Ministry of Agriculture and foodstuffs is the tree (twenty meter height), put in a deep arch. This tree symbolizes fertility and prosperity. The agriculture per se is engaged in wildlife cultivation. The big tree put in a strict classical arch, symbolizes beauty of the nature which is cultivated by the person.
The second important detail of the  building is its central dome. It is executed in the form of the procarved sphere twirled on a spiral. The dome has a classical silhouette as it is a part of a classical building, but its procarved lattice and the twirled spiral brings colour of east architecture.
Kazan is a city where both eastern  and western cultures are present from the earliest time. And in our project we wished to express an idea of a harmonious combination of two these cultures by means of  a dome part of the Ministry building.

 Planning idea
According to the Architecture Planning Task there should be three separate entries:
- For Ministry’s employees
- For employees of agrarian and industrial complex
- For the heads of the Ministry.
In our design solution halls and entrance halls occupy  the central part of  the  building, right and left parts are two independent parts of a building connected with each other by floor passages. So one wing (first three levels) belong to agrarian and industrial complex and  the other wing to employees of the Ministry. Therefore on a facade from  Fedoseevskaya street  two main entrances are located. The entrance for the heads of the Ministry  is at the fourth level from Nagornaja street  and all this level mostly belongs to the senior staff.
The  planning solution was  affected by the fact that  the building by its the southern part runs into a slope. Because of this there was a deficiency of insolated area. Three atriums in the roofing were inserted for the decision of this question, which light private office, entrance hall and parking areas. We decided not to put the parking area into operation because of affinity and head of subsoil waters. The parking area has been located on the ground floor.

Constructive decisions
The constructive scheme with a monolithic bearing framework is applied for the realization of the given project.
The bases – pile with monolithic reinforced concrete grillage. Columns and overlappings from monolithic reinforced concrete. External walls self-bearing with external facing from fibroconcrete elements and a facing brick.
Internal walls from easy partitions with sound insulation. A flat roof with an internal drain. Wooden doors and windows. A covering of atrium from an aluminium profile.
The main dome from national teams fibroconcrete elements. Architectural elements (columns, balustrade, eaves) from fibroconcrete . Floors with a soundproofing coupler. Pendant ceilings for a lining of engineering communications.
The transport scheme allows to provide an entrance to all parties of a building. We have also organized  the motor transportation between  Nagornaja and Fedoseevskaya streets without going to B.Krasnaja and Baturin streets.

 

The planning idea of adjoining territory consists in the fact that the city park is located between Ministry building, Kazanka river and a foot of the Kremlin. Baturin street extends according to red lines with the structure of the parking zone at the intersection of the Baturin street and Fedoseevskaya dam for convenience in  visiting of the park.
The Fedoseevskaya dam extends for the organization of road and pavement zone with an arrangement of trading pavilions. The parkway passes from the central axis of a building of the Ministry towards the quay and through it on artificial peninsula, where the restaurant, a mooring of boatbuilding and a high fountain (80ì) from a water surface as the Geneva fountain are settled down. The Fedoseevskaya dam, thus, turns to the spacious quay adjoining city park.
